The area attracts huge economic benefits and is surrounded by organized crime, foreign mafias, terrorists, smugglers, prostitution rings... and the hidden agendas of political, financial, and governmental power players. A newly assigned police officer, Nonogami, stationed at the station's front police box, feels despair over the corruption of power.
